Why Baltimore County land sits unsold

The Urban Rural Demarcation Line

The URDL was drawn in 1967 to manage growth, and it restricts public water and sewer to roughly a third of the county’s land area. If your parcel is outside that line, there is no public service coming, so the lot depends on a well and a septic system, and the soil has to take it. That single fact removes most retail buyers, because anyone planning to build now needs a passing percolation test before they can do anything.

Resource Conservation zoning

About two thirds of the county is zoned Resource Conservation, which caps density hard and is designed to keep land rural and protect the reservoir watersheds. People who bought acreage expecting to subdivide often discover the permitted density is a fraction of what they assumed. That is a difficult conversation to have late in a listing, and it is a common reason contracts collapse.

Q:How do I know whether my land is inside or outside the URDL?

A: The county maps it, and it determines whether public water and sewer can reach your parcel. Outside the line you are on a well and septic and the lot depends on soil that will take a septic field. You do not need to look it up before contacting us. We check it as part of our research.

Q:My property is zoned Resource Conservation. Can I still sell it?
